In the Sioux Falls Master Plan Update for Water Storage and Distribution Facilities, authored by Ulteig Engineers in May of 2003, it was recommended that additional elevated storage be added to the City's south side to keep up with the growing water demands seen during peak water usage periods. Following the acceptance of the Master Plan Document the City retained the services of Ulteig for the planning, design and construction of a new 1.5 MG composite elevated water storage tank.
